About Us

The Caribbean Financial Crimes Office, based in Bridgetown, Barbados, is funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) and administered by the National Center for State Courts (NCSC). As part of their mandate to achieve sustainable long-term solutions to the security challenges presented by the illicit drug trade, INL programs build partner capacity to identify and exploit vulnerabilities at each level of the international supply chain. NCSC was founded more than 40 years ago by the leadership of the U.S. courts to deliver on the promise of Equal Justice Under Law, NCSC is a mission-driven non-profit organization providing technical assistance, training, and technology to advance justice across the 50 U.S. states and around the world. NCSC’s International Programs Division partners with donor agencies, host-country governments, and civil society organizations to support judicial independence and promote access to justice.

Our Purpose

  • Aid the development and drafting of national legislation.

  • Improve regional resources through drafting and printing legal texts and handbooks.

  • Strengthen criminal justice agencies through training, technical assistance and the establishment of dedicated asset recovery units.

  • Build institutional capacity in the field of forensic accounting, seized asset management and mutual legal assistance.

  • Foster regional cooperation by supporting peer-to-peer exchange of intelligence, evidence and best practice.

  • Promote regional expertise by enhancing knowledge, competence and confidence in the field of financial crime.

The Caribbean Financial Crimes Office aims to improve citizen security throughout the Caribbean by tackling narcotics trafficking and other forms of serious organized crime through asset recovery and robust anti-money laundering measures. Recovering the proceeds of illicit property from serious criminals leaves a sustainable legacy in the Caribbean when it is reinvested into the very criminal justice agencies tasked with keeping these countries safe.

The Caribbean Anti-Crime Program aims to strengthen the capacity of justice sector actors to respond effectively and efficiently to criminal justice challenges, combat crime, uphold the rule of law, and ensure public safety through a regional approach to widespread problems. The mandate of the Caribbean Financial Crimes Office is to improve regional investigative, prosecutorial, and judicial capacity in the field of financial crimes and asset recovery. This mandate rests upon the following pillars of engagement:
