On September 3 and 4, 2024, the U.S. Dept. of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) and National Center for State Courts hosted a Caribbean Judicial Civil Asset Recovery Conference in Miami.
The conference was opened by The Right Honourable Lord Reed of Allermuir, President of the Supreme Court of the United Kingdom and The Honourable Mr. Justice Adrian Saunders, President of the Caribbean Court of Justice and was attended by forty senior members of the judiciary from Barbados, Jamaica, Trinidad and Tobago, Guyana, the Eastern Caribbean, Belize, and The Bahamas.
Civil asset recovery plays a crucial role in the Caribbean’s efforts to disrupt and dismantle criminal networks and reclaim illicit assets for the public good. With the necessary legislative framework in place across the region, this event was aimed at advancing judicial expertise in this area. It facilitated the exchange of best practices and solutions to shared challenges, empowering judges to more effectively adjudicate complex cases involving criminal property.
International and regional experts from the Eastern Caribbean, Jamaica, Trinidad and Tobago, the United Kingdom, Canada, and the United States presented on a range of topics from constitutional considerations and dealing with expert evidence to adjudicating recovery of crypto-assets.
